It is official Nintendo art. And this level in Super Mario World (among others) does in fact contain a saw.
It's in the description and elsewhere, but this original artwork is by Yoichi Kotabe. I recreated the assets in Adobe Animate and animated them.
As someone who grew up with a lot of entertainment media I always wanted to create things, whether it was my own IP's or working on someone else's projects. I just want to create something. It is easy to destroy but it is more fun to create.
